Not always actually, some property's elevations are done in a way that doesn't require any retaining walls at all! But when they are needed, it's usually to help the elevations stabilize and create usable space for the project, insuring your land's foundations stays sturdy and stable for many years to come.

Not really, HOA approval will usually be enough for the project. The local rules for most walls is that if they go past 4' high, then they have to be reported and inspected by an engineer, but residential walls rarely go past this limit, but if it is a special case, we will follow all the regulations and inspections to make sure your project is completed and allowed.
